Solvability

Golden rule: no budget or supplementary appropriation with a fiscal deficit shall be voted in parliament.

Liquidity

Maintain enough cash to avoid increase in the public sector borrowing requirement and interest expenses.

Discipline through expenditure ceilings; internal controls and National Audit Office scrutiny reported to Parliament.

UDP Commits to the following under Finance and the Economy

Improve the business environment. Improvements in the laws with regards to regulating business registration, licensing, construction and taxation.

The UDP will introduce a culture of full disclosure of public finance, roles and responsibilities of fiscal policy makers to manage the economy including revenues and expenditures.

The budget process, policy making and policy implementation will be subjected to greater public scrutiny and determination through the following:

  • Solvability

    - aspire for a balanced budget in the medium to long term and enshrined a Golden rule principle by which a budget or supplementary appropriation request should not be voted in parliament if presented with a fiscal deficit.

  • Liquidity

    – maintain enough cash in hand to avoid increase in the public sector borrowing requirement (PSBR) and interest expenses. Liquidity will be maintained through a complex system of provisions and budget control.

  • Transparency

    – Introduce a 4th pillar transparency code for benchmarking (i.e., fiscal reporting, fiscal forecasting and budgeting, fiscal risk analysis and management, and resource revenue management).

  • Credibility

    – promote discipline by adherence to expenditure ceilings and composition. Credibility will be maintained through a system of internal controls (which checks that the administration abides by the budget) and external scrutiny (where the National Audit Office and external auditors evaluate the execution of the budget and report it to Parliament as and when required during the fiscal year).

Tax Reform

Introduce a fair tax system that will collect proportionately more from those with higher incomes and provide relatively uniform and non-discriminatory treatment of taxpayers with similar economic circumstances and abilities to pay.

Improve The Gambia’s ranking – Ease of doing Business – review and repel legislature to improve business regulatory environment covering the following:
