Ebraima “Ebou” Manneh is one of the distinguished pioneers and senior figures in the history of The Gambia’s opposition United Democratic Party (UDP). A seasoned civil servant, diplomat, political strategist, and longtime senior party administrator, Ebou Manneh devoted two decades of his professional and political life to building and strengthening the UDP.
Born in Banjul, Ebou Manneh received his early education at Gambia High School before pursuing higher education at the University of Dakar and the University of Otago in New Zealand. He subsequently built an accomplished career in the Gambian civil service, serving in various ministries and government departments.
Following the 1994 military takeover, Ebou Manneh was among the experienced Gambian civil servants and professionals whose careers were disrupted by the new regime. He subsequently became deeply involved in the emerging opposition movement and joined the UDP during its formative years.
From 1997 to 2016, Ebou Manneh served as the UDP’s Senior Administrative Secretary, making him one of the longest-serving senior administrators in the party’s history. For nearly two decades, he was intimately involved in the day-to-day administration, organization, correspondence, coordination, and institutional development of the party.
His role went far beyond administration. Ebou was a trusted political adviser and strategist who contributed to the development of the UDP’s political messaging and campaign activities. His sharp analytical mind, experience in government, and understanding of public administration made him an important resource to the party’s leadership.
He was also closely involved in the party’s communications and campaign work. Former UDP leaders have acknowledged his contribution to reviewing policy materials and developing campaign strategies. He was among those who helped shape the party’s approach to communicating directly with Gambian women and young people, and he contributed to the development of the UDP’s grassroots caravan tours, an approach that became an important part of the party’s campaign strategy.
Ebou Manneh’s public-service career also extended beyond party politics. He served in the Gambian diplomatic service, including as Head of Chancery and Consul in Dakar and Brussels, where he participated in early negotiations surrounding the establishment of the ACP group. His diplomatic career eventually led to his appointment as Gambia’s Ambassador to the United States in 2017.
He later served as Gambia’s High Commissioner to Sierra Leone and Ambassador to Liberia and Côte d’Ivoire, as well as Permanent Representative to the African Development Bank. His transition from UDP senior administrator to senior diplomat was a reflection of the depth of experience he had accumulated over decades of public service.
Throughout his years with the UDP, Ebou Manneh remained a respected figure within the party. His name appears repeatedly in the party’s historical record, including in tributes and official accounts of the lives and contributions of other UDP pioneers. His long service provided continuity during some of the most challenging periods in the party’s history.
He belonged to a generation of Gambians who understood that building a political party required more than rallies and elections. It required organization, discipline, institutional memory, strategic thinking, and people willing to work quietly behind the scenes to keep the machinery of the movement functioning.
Ebou Manneh was one of those people.
For almost two decades, he helped keep the administrative and organizational foundations of the UDP strong through years of authoritarian rule, political repression, electoral challenges, and enormous pressure on the opposition.
Ebou Manneh, thank you for your tremendous service to our country and to the United Democratic Party. Thank you for your professionalism, discipline, wisdom, strategic thinking, and dedication to public service.
You helped administer the party through its formative years.
You helped strengthen its organizational structures.
You contributed to its campaigns and political strategy.
You represented The Gambia with distinction on the diplomatic stage.
And you remain an important part of the history of the United Democratic Party.
As we celebrate 30 years of the United Democratic Party, we celebrate the pioneers and builders whose contributions were not always made from the podium but whose work was essential to keeping the movement alive and organized.
